Description: We conjectured in [1] that a non-vanishing and scale-dependent deviation of effective spacetime dimension from D = 4 generates corrections to the Poisson equation and to the cosmological clustering process. This sequel elaborates on how Fractional Poisson Equation offers a viable explanation of the Sigma 8 anomaly.
