Description: The article stressed the importance of expanding educational systems as a core component of the educational system to improve and raise the level of quality education that will encourage the formation of new quality, content and form. This process can be expanded using an open learning environment, the formation of which is to open education and open educational systems. The main of which is computer-oriented tools and information and communication technology. That is, when you create a form of open education, you should not create new educational content, and introduce a new methodological approach to its application. The article presents the concept of open education, singled out the basic components of the application closed learning environment, highlights the main tools of the system of open education.
